Archive Policy & Preservation Guidelines

Collection Scope & Selection

Our archive primarily focuses on web content created, hosted, or significantly active between 1990 and 1999. We prioritize historically significant, culturally representative, and technologically illustrative material. Selection criteria include:

• Early personal homepages (GeoCities, Angelfire, Tripod)
• Academic and government institutional websites
• Pioneering e-commerce and dot-com era portals
• Web rings, guestbooks, and community forums
• Pages showcasing early web technologies (frames, CGI, MIDI, animated GIFs, table-based layouts)

Preservation Standards

We adhere to internationally recognized digital preservation frameworks, including OAIS (Open Archival Information System) and WARC (Web ARChive) standards. Our technical pipeline ensures:

• Full HTTP/HTTPS header capture and payload storage in WARC 1.1 format
• Redundant storage across geographically distributed, climate-controlled data centers
• Regular integrity checks via cryptographic hashing (SHA-256)
• Emulation environments for period-accurate rendering (Netscape 3/4, IE 3/4, Mosaic)
• Metadata documentation following Dublin Core and EAD standards

Access & Usage Guidelines

The 1990 Web Archive is designed for open, non-commercial research, educational, and historical purposes. Access is provided through:

• Public Reader: Web-based interface for browsing and searching archived snapshots
• Research API: Rate-limited programmatic access for academics and institutions
• Offline Access: Scheduled read-only terminals at partner libraries and universities

Users must comply with our Terms of Service and are prohibited from using archived content for commercial exploitation, malicious activities, or circumventing access controls. All data exports must include attribution to the 1990 Web Archive.

Copyright & Fair Use

We recognize that archived web pages may contain copyrighted material. Our operations are grounded in the principles of fair use/fair dealing for preservation, scholarship, and research. We do not assert ownership over any third-party content. Rights holders are encouraged to:

• Register for our Rights Holder Portal to manage visibility settings
• Submit requests for metadata correction or contextual framing
• Contact our legal team for licensing inquiries regarding bulk data usage

Takedown & Removal Requests

We respect the right to privacy and intellectual property. If you own content in our archive and wish to request removal or restriction:

• Submit a formal request via our Takedown Portal
• Provide proof of ownership or authorized representation
• Specify whether you request complete deletion, restricted access, or metadata-only listing

Requests are reviewed within 10 business days. Approved takedowns are processed promptly. In compliance with archival ethics, we retain a sealed audit log of all removal actions for historical transparency.

Data Retention & Integrity

Archived materials are intended for perpetual retention. We maintain:

• Continuous backup rotations with 99.999% uptime SLA
• Format migration strategies to prevent technological obsolescence
• Annual third-party audits of storage integrity and access controls

User data, API keys, and account credentials are retained only as long as necessary for service functionality and are permanently deleted upon account closure.

Policy Amendments

This policy may be updated to reflect technological advancements, legal requirements, or operational improvements. Material changes will be announced via our changelog and mailing list.
