1. Purpose

This policy establishes Aevum Encyclopedia's standards and procedures regarding housing-related benefits, accommodations, and compliance for contributors, editorial staff, and regional coordinators. Our global knowledge platform operates across diverse economic and geographic regions; this document ensures equitable support while maintaining operational consistency and legal compliance.

Note: This policy applies exclusively to verified contributors, contracted researchers, and full-time editorial personnel. General public users of the encyclopedia platform are not covered under this framework.

2. Scope & Applicability

This policy governs:

  • Housing stipend eligibility, calculation, and distribution
  • Remote work housing allowances for contributors relocating to high-cost regions
  • Compliance with local housing regulations in all 140+ supported jurisdictions
  • Documentation and verification requirements for housing-related claims
  • Interaction between housing benefits and regional tax obligations

Employees and contractors working across multiple time zones must designate a primary residential jurisdiction for policy application. Secondary residences require separate approval through the Regional Compliance Office.

Primary Residence The legally registered domicile where a contributor maintains permanent address and tax residency.

4. Housing Guidelines

4.1 Eligibility Requirements

Contributors must meet the following criteria to qualify for housing support:

  1. Maintain active verified status for a minimum of 90 consecutive days
  2. Submit valid proof of primary residence (lease agreement, utility bill, or property documentation)
  3. Pass annual background and compliance screening
  4. Agree to Aevum's Remote Work & Tax Compliance Addendum

4.2 Documentation Standards

All housing-related submissions must include:

  • Government-issued ID matching the residence address
  • Current lease or mortgage documentation (redacted sensitive financial data permitted)
  • Utility or municipal bill dated within the last 60 days
  • RCI jurisdiction confirmation form

Documents must be submitted through the secure Aevum Contributor Portal. Physical mail submissions are no longer accepted as of Q3 2025.

5. Housing Stipend Program

The Housing Stipend Program provides tiered financial support based on contribution level, role classification, and regional cost adjustments.

5.2 Distribution & Tax Compliance

Stipends are disbursed via the Aevum Contributor Wallet on the 1st of each month. Tax withholding varies by jurisdiction and is handled automatically through our integrated payroll compliance system. Contributors residing in countries with strict housing subsidy regulations may receive stipends as in-kind housing credits instead of direct payments.

6. Compliance & Reporting

Aevum Encyclopedia maintains a zero-tolerance approach to housing benefit fraud, duplicate claims, or jurisdictional misrepresentation. All housing allowances are subject to:

  • Quarterly documentation verification
  • Random address validation audits
  • Cross-referencing with regional tax and residency databases
  • Mandatory annual compliance re-certification
Non-Compliance: Misrepresentation of housing status or failure to update address changes within 30 days may result in stipend suspension, contribution privileges revocation, and referral to relevant legal authorities.

7. Review & Amendments

This policy is reviewed annually by the Aevum Editorial Governance Board and the Legal Compliance Division. Amendments require:

  1. 90-day public comment period for affected contributors
  2. Legal review by regional counsel in all active jurisdictions
  3. Board majority approval (≥65% vote)
  4. 30-day implementation transition window

Emergency amendments may be enacted without the standard timeline in cases of regulatory shifts, security threats, or macroeconomic housing market disruptions. Such changes will be flagged as "Provisional" until ratification.
